1. Our commitment

Harborline Digital LLC wants every visitor to be able to read and use this website, regardless of ability or assistive technology. We treat accessibility as part of building the site properly, not as a later addition.

2. Standard we build against

This website is designed to conform substantially with the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. Specific measures in place include:

• Semantic HTML structure with a single, logical heading hierarchy on every page.
• A "skip to main content" link available to keyboard users on every page.
• Full keyboard operability, including the navigation menu, accordions and forms, with visible focus indicators.
• Text and background colour combinations tested to meet minimum contrast ratios.
• Descriptive alternative text on all meaningful images; decorative graphics hidden from assistive technology.
• Form fields with associated labels, and error messages conveyed in text rather than colour alone.
• Respect for the operating system "reduce motion" preference, which disables animation and smooth scrolling.
• Layout that reflows to 320 pixels wide and supports text resizing to 200% without loss of content.

3. Known limitations

We are aware of the following and are working on them: some older article images lack extended long descriptions, and a small number of data tables would benefit from additional row headers. We expect to address both in our next content review.

4. Testing

Pages are checked with automated tooling on every release and manually reviewed with keyboard-only navigation and a screen reader at least twice a year.
